As of November 2026, the short answer is this: if you qualify for Korea's Culture Nuri Card (문화누리카드, officially the Integrated Culture Voucher) and have not received this year's money yet, you must apply by Monday, November 30, 2026. Any government-funded balance left on the card after 23:59 on Thursday, December 31, 2026 is automatically returned to the national treasury. It does not roll over to 2027 and cannot be exchanged for cash. This year's grant is 150,000 won per person, and people aged 13–18 (born 2008–2013) or 60–64 (born 1962–1966) receive an extra 10,000 won, for 160,000 won in total (Culture Nuri official site).

This guide cross-checks the Arts Council Korea's Culture Nuri site, the Government24 service listing and the Ministry of Culture, Sports and Tourism's policy briefing. It is written for recipients in Korea, including foreign-born family members and caregivers who handle paperwork for a parent or child.

Who qualifies and how much the card holds in 2026

The Culture Nuri Card is an individual prepaid card for domestic arts, travel and sports spending. It is available to people aged six or older (born on or before December 31, 2020) who are National Basic Livelihood Security recipients or in the legally defined near-poverty group (Government24).

  • Basic livelihood recipients include people receiving livelihood, medical, housing or education benefits, conditional recipients and residents of covered welfare facilities.
  • The near-poverty group includes self-sufficiency workers, recipients of the disability allowance or the disabled child allowance, recipients of the additional disability pension benefit (excluding those above the near-poverty line), people eligible for reduced medical co-payments, low-income single-parent families, holders of a near-poverty certificate, and other household members of students receiving the education benefit.

Each eligible person gets a separate card, even within the same household. A family of four in which everyone qualifies and one child is 15 would hold three 150,000-won cards and one 160,000-won card.

Two budget rules matter. The extra 10,000 won is funded separately, so if that budget runs out, only the base 150,000 won is paid. And if the base budget runs out, new cards and recharges stop even before November 30. Government24 lists the application window as February 2 to November 30, 2026, "closing when the budget is exhausted." The ministry said it is spending 374.5 billion won this year to support about 2.7 million people (Korea.kr policy briefing). Budgets are managed by province and city, so waiting until the last week is a real risk.

Date What ends Who it affects
Mon, Nov 30 New card and recharge applications Anyone who has not received 2026 funds
Tue, Dec 15 Online reissue requests for cards starting 9463-17XX Holders who lost or damaged that card type
Late December Refunds may not return before the deadline Anyone who might cancel or exchange a purchase
Thu, Dec 31, 23:59 Government balance expires Every card with money left

The November 30 cutoff is the same at community service centers and online. If you apply online and choose registered mail, delivery takes about three to five days after the application is complete, which shortens the time you have to spend the money.

Cards whose number begins with 9463-17XX cannot be reissued at a community center; they can only be reissued online, and the Culture Nuri site sets that request deadline at December 15, 2026. If you have lost a card with money on it, check this date first.

You may pay in 2026 for a 2027 concert, train ticket or hotel. But if you cancel that booking on or after January 1, 2027, the refund goes to the treasury rather than back to your card (Culture Nuri usage guide).

How to apply before November 30

First, check whether money was already loaded. In 2026, cards were recharged automatically for 2025 cardholders who spent at least 30,000 won and kept their eligibility. People who spent less than 30,000 won (or nothing), who never registered a card received by mail, or whose card expired in January 2026 were excluded and must apply themselves.

There are four channels (Government24):

  1. Community service center (주민센터): submit the form, the staff verify eligibility and you receive the card on the spot. Any center works, not only the one for your address. Adults bring ID; a proxy needs both IDs and a letter of authorization.
  2. Website (www.mnuri.kr): applicants aged 14 or older verify their identity with simple authentication, a mobile phone, i-PIN or a joint certificate.
  3. Culture Nuri mobile app: same conditions as the website.
  4. Phone ARS at 1544-3412: recharge only, for people 14 or older with a phone in their own name and a card valid into 2027 or later. Welfare facility residents cannot use it, and among budget (MVNO) carriers only the LG U+ network works.

When ordering a new card online, you can choose registered mail or pickup at an NH NongHyup branch about two hours after applying. Branch pickup applies only to new cards and depends on blank-card stock, so call ahead. A mailed card must be registered on the website before use.

Checking your balance and choosing where to spend it

Checking your balance and choosing where to spend it

You can check your balance on the website's card history and balance page, in the app, or by calling 1544-3412 (weekdays 9:00–12:00 and 13:00–18:00).

The card works only at registered merchants (Culture Nuri usage guide):

  • Easy to finish quickly: books, used books, e-books, comics, newspapers and magazines; music; films and streaming video; performances and exhibitions; art supplies and stationery.
  • Travel: trains including KTX, SRT and Mugunghwa; intercity and express buses; domestic airlines; ferries; car rental; domestic travel agencies; recreational forests and campsites; hot springs; theme parks and aquariums.
  • Sports: professional and esports tickets, sporting goods, bicycles, shared bikes, and facilities such as swimming pools, gyms, bowling, yoga and Pilates.

It cannot be used for groceries, restaurants or cafés (including board-game and book cafés), clothing or shoes (including sportswear), household goods or electronics, private academies, tobacco, gift certificates, or international flights and overseas tours. Bookstores inside supermarkets or department stores and online shops that are not registered merchants are also excluded, and cash conversion is not allowed. Cards in the name of anyone born on or after January 1, 2008 cannot pay for hotels, motels or booking platforms.

If you need to pay more than your balance, you can add your own money through the virtual account printed on the card, between 9:00 and 22:00, from 100 won up to a 300,000-won balance per load and 2 million won of annual use. Self-loaded money stays usable until the card's expiry date, unlike the government grant.

December cancellations, refunds and family pooling

Same-day cancellations are refunded the same day at most merchants, except transport such as trains and intercity buses. Other cancellations take three to ten business days depending on the merchant. If the refund does not reach your card by December 31, that amount is lost. The official example: pay on December 24, cancel on December 29, and the refund is approved three to five business days later, after the deadline. From mid-December, choose purchases you will use immediately.

Cards within the same registered household can be pooled onto one card, either at a community center or online after ticking the pooling consent box under the password and personal information menu. Processing takes one day. Welfare facility residents and foreign household members cannot pool, pooled cards cannot be split again that year, and self-loaded money is not pooled. If you plan to book accommodation, do not choose a minor's card as the main card.

For 2027, the automatic recharge rule will be announced in the new year. In 2026 it required at least 30,000 won of spending the previous year, so leaving this year's card unused could keep you off a similar list. The safest order is: apply in November, spend by mid-December on purchases that finish immediately, and pool family cards early if you need a larger payment.

Frequently asked questions

Does an unused Culture Nuri Card balance carry over to next year?

No. Government-funded money left after 23:59 on December 31, 2026 is automatically returned to the national treasury and cannot be exchanged for cash. Money you load yourself through the card's virtual account remains usable until the card's expiry date.

Can I still apply after November 30, 2026?

No. New cards and recharges for 2026 close on November 30 at community centers and online, and earlier if the budget runs out. After that you need to wait for the 2027 program announcement.

I had a card last year, but no money was added this year. Why?

Automatic recharge in 2026 only applied to 2025 cardholders who spent at least 30,000 won and kept their eligibility. If you spent less, never registered a mailed card or your card expired, apply yourself by November 30 online, in the app, at a community center or by phone (recharge only).

What happens if I cancel a purchase in late December?

Non-same-day cancellations take three to ten business days. If the refund does not return to your card by December 31, it cannot be used, and cancellations on or after January 1, 2027 are refunded to the treasury instead of the card.

Can foreign residents get the Culture Nuri Card?

Eligibility is based on being a basic livelihood recipient or in the near-poverty group, not on nationality as such. Note, though, that foreign household members cannot have their card balances pooled with other family cards.
